Opening the meeting, the Committee Chair Oleksandra Kuzhel noted that the bill aims at regulating relations in the sphere of housing and public utilities sector as well as redevelopment of populated areas; and at regulating relations in the sphere of burial.
According to the people’s deputy, the State Housing and Communal Inspection was established in 2008 within the system of the Ministry for Housing and Communal Services of Ukraine. However, the body was liquidated in 2011 and its controlling functions in the sphere of housing and utility sector were delegated to the State Architecture and Construction Inspection of Ukraine and bodies of local self-government.
The Committee Chair believes that today the state has established such conditions, under which the State Architecture and Construction Inspection, lacking qualified specialists in the sphere of housing and utilities sector and being responsible for implementation of state policy on matters of architecture and construction control, does not execute its authority in the field.
Participants of hearings believe that the state, in the person of its authorized bodies, should introduce an effective mechanism that will secure adherence to the requirements of legislation, standards, rules, norms and procedures and will help establish responsibility for violations in the sphere of housing and utilities sector.
It was stressed that there is a necessity to standardize provisions of legislation in the housing and utilities sector.
The bill (Reg. No. 3117) aims to provide qualitative services and secure adherence to legal rights and interests of final customers.
It is suggested amend the Code of Ukraine on Administrative Infringements, the laws “On Local Self-Government”, “On Housing and Communal Services”, and “On Redevelopment of Populated Areas”, etc.
Participants of hearings believe that adoption of the bill will help reinforce legal grounds for exercising state control in the sphere of housing and utilities sector; introduce administrative responsibility for violations in this sphere; and bring requirements of the existing legal acts in line with the requirements of the Law “On Basic Principles of State Monitoring (Control) in the Sphere of Economic Activity”, etc.
